Abstract

The quote that opens the discussion in this essay has severa1 purposes that converge directly or indirectly in the origins of power. In its use and in its historical gains. For this. ideas are taken from the work of Michael Foucault, specifically from his book (Vigilar y castigar), now a classic for a broad view understanding of modern society. Foucault's ideas are retaken in this essay, stating the insertion of war into the community norms. from the silencing established in the domain of politics, over the act of language that allows us to name and designate a value to social peace as the basic platform for the transition to democracy. It is also a remembrance of the mentality that ruled in the 18th century as a fundamental key that invents the police as an instrument of survilence protection and operation of the instituted reality as well as the establishment and production of diverse social climates and situations of uncertainty that place guilt on the individual before considering the act of delinquency.
